The Towering Clouds of the Storm Empire. The Towering Clouds referred to the Cloud City, which was named for its proximity to the Cloud Forest. These institutes set up the trial grounds for the students, old and new, within the Cloud Forest. What kind of unscrupulous shop is this? “A healing potion produced by alchemy only costs two to three spirit crystals.
